Energy Efficiency Utility: separate companies should seek to increase & decrease sale of electricity. There is an inherent conflict between a utility making profit by selling electricity and the same utility offering rebates to customers who decrease their energy bills. The utility makes money by appearing to support but actually undermining energy efficiencies. Therefore Hawaii transferred energy efficiency programs from HECO to a new Energy Efficiency Utility called Hawaii Energy.

Poamoho: A Gated Agricultural Subdivision: A parcel of land with fantastic views was developed for use by farmers. The site is mauka of Waialua on Kaukonahua Road. Agricultural zoning (narrow streets, above ground electric lines) was approved. Homeowners enjoy paying lower property taxes. The loss revenue is paid for by other residents because it is in the public interest to be agriculturally self-sufficient. The majority of landowners impeded real agriculture. The community became a gated subdivision. The City and County of Honolulu took the position that if agriculturally-zoned land of one acre or more is fenced and if a horse eats the grass one day a year, then the property is being used as a farm and the owner is entitled to lower property taxes. Stephen H. Schneider (February 11, 1945 – July 19, 2010) was Professor of Environmental Biology and Global Change at Stanford University, a Co-Director at the Center for Environment Science and Policy of the Freeman Spogli Institute for International Studies and a Senior Fellow in the Stanford Woods Institute for the Environment. Schneider served as a consultant to Federal Agencies and White House staff in the Nixon, Carter, Reagan, George H. W. Bush, Clinton, George W. Bush and Obama administrations.
His research included modeling of the atmosphere, climate change, and "the relationship of biological systems to global climate change." Schneider was the founder and editor of the journal Climatic Change and authored or co-authored over 450 scientific papers and other publications. He was a Coordinating Lead Author in Working Group II IPCC TAR and was engaged as a co-anchor of the Key Vulnerabilities Cross-Cutting Theme for the Fourth Assessment Report (AR4) at the time of his death. During the 1980s, Schneider emerged as a leading public advocate of sharp reductions of greenhouse gas emissions to combat global warming.

Unlocking Justice Conference 2009 sponsored by rhe Community Alliance on Prisons. Michele Deitch is an attorney with over 23 years of experience working on criminal justice policy issues with state and local government officials, corrections officials, judges, and advocates. She teaches criminal justice and juvenile justice policy at the LBJ School and at the Law School. She was awarded a 2005-06 Soros Senior Justice Fellowship by the Open Society Institute of the Soros Foundation, one of the most prestigious prizes for individuals working on criminal justice policy reform. Her areas of specialty include independent oversight of correctional institutions, institutional reform litigation, prison conditions and management, prison and jail overcrowding, prison privatization, and juveniles in adult court. She holds a J.D. with honors from Harvard Law School, an M.Sc. in psychology (with a specialization in criminology) from Oxford University (Balliol College), and a B.A. with honors from Amherst College.

Carrie Ann Shirota. Soros Justice Fellowships 2009 Maui Economic Opportunity, Inc. Over the last 15 years, the State of Hawaii has dramatically increased the practice of transferring its prison population to prisons on the American continent. This practice severs family ties, disconnects Hawaiians from cultural traditions, gives rise to prison gangs, and exacerbates challenges associated with community reintegration. Carrie Ann Shirota will work to mitigate and reduce the transfer of incarcerated Hawaiians to mainland prisons thousands of miles away. Shirota will collect data relating to out-of-state prisoner transfers and assess strategies employed in other U.S. jurisdictions that have reduced this practice. She will also examine native imprisonment and banishment within the U.S., with particular emphasis on how this problem impacts Native Hawaiians. Carrie Ann Shirota is an attorney and justice advocate on the island of Maui. She earned her undergraduate degree from Santa Clara University and JD from the University of Hawaii. Previously, Shirota worked as an enforcement attorney for the Hawaii Civil Rights Commission, as a public defender, and as the director of Maui Economic Opportunity's Being Empowered and Safe Reintegration Program. She is actively involved with Community Alliance on Prisons, a grassroots organization dedicated to improving the conditions of confinement for incarcerated individuals and advocating for alternatives to incarceration.

Steve Alm was sworn in as a First Circuit judge on May 14, 2001. He is currently assigned to the felony Criminal Division. Judge Alm currently chairs the Corrections Population Management Commission and is a co-chair of the Interagency Council on Intermediate Sanctions. In 2004, Judge Alm brought together stakeholders to design and implement HOPE Probation (Hawaii’s Opportunity Probation with Enforcement). The program, the first and only of its kind in the nation, relies on high-intensity supervision to reduce probation violations by drug offenders and others at high risk of recidivism. Prior to his judicial appointment, Judge Alm served as the United States Attorney for the District of Hawai`i from November 1994 until April 2001. During his tenure, the United State’s Attorney’s Office focused on political corruption, labor racketeering and drug trafficking offenses, and started the very successful Weed and Seed program. Judge Alm made federal, state and local cooperation and coordination his top priority. From 1985 to 1994, Judge Alm served as Deputy Prosecuting Attorney for the City and County of Honolulu. During that time, he served as a Felony Team Supervisor and as Director of the District and Family Court division and personally handled complex homicide cases. Judge Alm worked as a Westlaw Editor for West Publishing Company from 1983-1985. Judge Alm received his law degree from the University of the Pacific’s McGeorge School of Law in 1983 and his Master’s degree in Education from the University of Oregon in 1979. CFS was established in 1899 as Associated Charities. Since then, it has evolved into the largest private provider of human services in the state. Dr. Meda Chesney-Lind
Meda Chesney-Lind (Ann & Me) is Professor of Women’s Studies at the University of Hawaii at Manoa. Undergraduate: B.A. Summa Cum Laude, Sociology, 1969, Whitman College, Walla Walla, Washington. Graduate: M.A. Sociology, 1971, University of Hawaii, Honolulu, Hawaii; Ph.D. Sociology, 1977, University of Hawaii, Honolulu, Hawaii. Nationally recognized for her work on women and crime, the author of seven books, she has just finished two books on trends in girls’ violence, entitled Beyond Bad Girls: Gender, Violence and Hype written with Katherine Irwin and Fighting for Girls co-edited with Nikki Jones. She received the Bruce Smith, Sr. Award “for outstanding contributions to Criminal Justice” from the Academy of Criminal Justice Sciences in April, 2001. She was named a fellow of the American Society of Criminology in 1996 and has also received the Herbert Block Award for service to the society and the profession from the American Society of Criminology. She has also received the Donald Cressey Award from the National Council on Crime and Delinquency for “outstanding contributions to the field of criminology,” the Founders award of the Western Society of Criminology for "significant improvement of the quality of justice,” and the University of Hawaii Board of Regent's Medal for "Excellence in Research." Finally, Chesney-Lind has recently joined a group studying trends in youth gangs organized by the National Institute of Justice, and she was among the scholars working with the Office of Juvenile Justice and Delinquency Prevention’s Girls Study Group. In Hawaii, she has worked with the Family Court, First Circuit advising them on the recently formed Girls Court as well as helping improve the situation of girls in detention with the recent JDAI Initiative.
